Consider isometric exercise in which the patient does slow calf raises beginning and holding for 5 seconds one inch off the ground, then lowering down. This exercise can progress over time to a full releve on the ball of the foot. It took this patient two months to achieve being able to rise up onto the ball of her foot and feel stable with no lateral movement. A good method to achieve this is to have the patient rise up on both feet and keep the ankles together. This will prevent any lateral movement of the ankle. This patient had already been doing ranges of motion in which they were drawing the alphabet with their foot.

Interesting side note: Another patient about the same age who was being treated for low back pain had presented with a similar injury to her ankle. She refused treatment of her ankle insisting it will just resolve on its own. Four months later, the initial patient was dismissed from her ankle treatment and low back care as she was stable and healed. The second patient still had swelling and instability in her ankle that was not treated. She continues to have swelling in her ankle to this day.
